  • What is the Health First Health Plans and Oscar agreement?

Health First Health Plans has entered an Administrative Services Agreement with Oscar which combines the expertise of Health First Health Plans with the technology platforms of Oscar for both Individual and Medicare Advantage. Health First and Oscar are both customer-focused organizations dedicated to providing easy access to high-quality care technology that makes using the healthcare system easier. Beginning January 1, 2022, members, physicians and brokers will have access to Oscar's easy-to-use technology.

  • Who is Oscar?

Oscar is the first health insurance company built around a full stack technology platform. The Oscar mission is to make a healthier life accessible and affordable for all. Their members benefit from 24/7 telemedicine visits at no additional cost, integrated direct scheduling with providers through their innovative mobile application, a network of first-rate physicians and hospitals, as well as a personalized Care Team that supports members every step of the way, from finding a doctor to navigating costs.

  • Why did Health First Health Plans sign an ASA with Oscar?

By implementing this Administrative Services Agreement, Individual and Medicare Advantage members of the Health Plan and brokers will gain access to Oscar's best-in-class technology platform, while members will continue to have access to the same doctors and services they know and trust.

  • Is Heath First Health Plans closing?

Health First Health Plans is evolving its product offerings to focus on Individual and Medicare Advantage products for our members. The licenses, provider network, sales and broker development and population health functions are going to continue to be led locally. We are delegating support functions such as claims, enrollment and customer service to Oscar. This will allow us to focus efforts on continuing Health First's mission to improve the wellness and health of those we serve.

  • What are the new technologies that will be available through the agreement?

Oscar has invested heavily in their technology platform. This technology allows for a seamless user experience. The tools that will be available include the ability to schedule visits with providers through its mobile application and talk to their personalized Care Teams that support members every step of the way, from finding a doctor to navigating cost.

Technology enhancements brokers will benefit from include a new Broker Portal with single sign-on. Single sign-on will allow the user to log in with one ID and password to several related yet independent software systems, creating a more user-friendly experience. This means one login to the Broker Portal allows access to your enrollment platforms, commissions and book of business reports.

  • What administrative services will Oscar be completing for Health First?

Some of the key services that Oscar will now administer for Health First Health Plans are listed below. We anticipate these services will be implemented seamlessly and that little to no disruption will be felt by our brokers or members.

    • Customer service for our members and brokers
    • Claims processing
    • Enrollment and billing functions
    • Medical management and processing authorization requests
    • Member appeals and grievances
    • Broker appointment and certification management
    • Broker commissions
  • How will this impact Health First Health Plans' members?

Beginning January 1, 2022, Individual and Medicare Advantage Plans customers will have access to Oscar's technology and tools. They will be able to use this platform to access 24/7 telemedicine visits at no additional cost, schedule visits with providers through its mobile application and talk to their personalized Care Teams that support members every step of the way, from finding a doctor to navigating costs.

  • Will members still be able to see their same doctor?

Yes, members will still have access to their providers. Currently, Health First Health Plans offers more than 4,000 providers to choose from across Central Florida.

  • What product offering changes are taking place with this ASA?

Commercial Insurance (Large Group, Small Group, Third-Party Administrator and Group Medicare) products will no longer be offered in 2022 and beyond. Health First will offer final Commercial renewals through November 2021. Health First will begin to focus on Individual and Medicare Advantage products for both Health First Health Plans and AdventHealth Advantage Plans.

  • Why are Health First Health Plans and AdventHealth Advantage Plans sunsetting Large Group and Small Group Insurance Plans?

Like all health insurance providers across the country who have dutifully served their members, the technology which was "leading edge" 25 years ago is now obsolete. Our teams recognized the need to improve their technology platform and evaluated many options. After identifying the magnitude and costs of undertaking a technological revolution for the health plan, we connected with Oscar to create a new path forward. Health First Health Plans and AdventHealth Advantage Plans have entered into an Administrative Services Agreement with Oscar beginning January 1, 2022, which will provide enhanced technology solutions for Individual and Medicare Advantage members. As part of this agreement, many of the support functions required to run a health plan will also transition to Oscar. Today, Oscar's technology only focuses on Individual and Medicare Advantage insurance products.

  • Who will now be paying broker commissions on Health First Health Plans and AdventHealth Advantage Plans product sales?

It is expected that broker commissions based on 2021 dates of service will be paid within the Health First Health Plans' system. For dates of service January 1, 2022 and beyond, commissions will be paid within Oscar's system.

  • Will brokers experience disruption with commissions or direct deposit during the Oscar transition?

The Health First Health Plans and Oscar Broker Services Teams are working together to ensure commissions are paid accurately and timely throughout this transition. Commission payments will be generated from Health First Health Plans through December 2021 and will then be paid by the Oscar commissions process beginning in January 2022 and beyond for Individual and Medicare Advantage. All Commercial commissions will continue to be paid by Health First Health Plans throughout 2022.

  • What logo and branding will brokers see when logging into the Broker Portal?

Beginning in August, brokers will have access to a new Broker Portal. Brokers will know they are on Oscar's platform when brokers see Oscar branding.

  • Is Oscar a competitor or partner of Health First Health Plans?

Oscar is a partner of ours in terms of administrative responsibilities and a competitor of ours in terms of sales. The two organizations will work through appropriate channels to ensure separation of duties to be compliant.
